Turning IEC 62443 into action: A practical path to critical infrastructure resilience

Operational Technology (OT) security programs in critical infrastructure often face two unproductive extremes: they become either compliance exercises focused on specific controls or broad resilience goals that fail to drive tangible change. IEC 62443 is frequently cited as a solution, especially with its official endorsement by Standards Australia, which confirms the establishment of national standards to safeguard critical infrastructure. However, many organisations struggle to convert this standard into actionable decisions across engineering, operations, cyber security, information technology, and executive governance.

This presentation outlines a practical approach for utilising IEC 62443 as an implementation framework rather than merely a collection of clauses. Drawing on experiences from various operationally sensitive sectors, including energy, water, and transport, it will demonstrate how leaders and engineers can transition from fragmented control upgrades to a coordinated resilience program that addresses safety, availability, legacy technology constraints, third-party access, and business risks.

The session will follow a tested sequence: first, define the "system under consideration" and identify the operational outcomes deemed most important, such as safety, uptime, regulatory compliance, and recovery tolerances. Second, utilise zones and conduits to differentiate business IT assumptions from operational realities and clarify ownership boundaries. Third, conduct a risk assessment to identify areas where varying consequence levels require different target security levels, rather than applying a uniform approach across the board. Finally, translate these insights into a prioritised roadmap that encompasses governance, asset visibility, remote access, hardening, monitoring, incident response, and supplier management.

Participants will learn how the program elements in IEC 62443-2-1, the risk-based decisions in IEC 62443-3-2, and the technical outcomes detailed in IEC 62443-3-3 can be integrated effectively without overwhelming engineering teams or fostering a compliance-only mindset.
