Cyber Risk Quantification Program Lead
Telstra

Glenn Breckon is an enterprise cyber risk quantification and security transformation leader with over 18 years of experience delivering complex, cross‑functional initiatives in critical infrastructure and highly regulated environments.

At Telstra, Glenn leads the Cyber Risk Quantification program, driving the organisation’s transition from subjective risk assessments to FAIR‑aligned, data‑driven cyber risk quantification. His work focuses on translating cyber risk into financially defensible insights that help align security investment to material organisational outcomes, improve prioritisation, and strengthen accountability across the enterprise.

Glenn specialises in bridging the gap between cyber security, enterprise risk, and finance, enabling more meaningful conversations about risk, investment trade‑offs, and remediation effectiveness. He has led enterprise‑scale security programs spanning technology, process, and change, with a strong emphasis on embedding sustainable, business‑as‑usual capability.

He brings international experience, having lived and worked in France for over seven years, with additional delivery engagements across the UK, Germany, and the Philippines. Glenn holds a Master’s degree in Networking and Systems Administration, is a Certified Information Security Manager (CISM), a Factor Analysis of Information Risk member and is fluent in English and French.
