As Australian ports automate, cyber operations can create virtual chokepoints that disrupt trade flows, turning digital systems into national security risks.

Session Details

International trade has always been vulnerable to physical chokepoints, as we are currently observing with the Strait of Hormuz in Iran, where disruption has rapidly escalated into a global oil and economic crisis. Today, however, technology and deep systemic interconnection have created a new class of risk. For trade‑dependent nations like Australia, where approximately 99% of international trade moves by sea and annual trade exceeds A$1 trillion, digital systems governing ports and logistics have become strategic points of leverage and potential chokepoints that threaten national security.

As maritime trade becomes increasingly automated, cyber operations provide threat actors with the ability to create "virtual chokepoints" without physical force. By targeting the availability or integrity of the digital systems that coordinate cargo movement, scheduling, and clearance, adversaries can delay, redirect, or destabilise trade flows at scale and often with limited attribution. Precedents already exist, with state‑linked cyber activity disrupting global shipping networks and causing losses measured in the hundreds of millions of dollars. Specific to Australia, recent cyber incidents affecting port operations have demonstrated how digital disruption can translate directly into national‑level economic consequences.

This presentation examines how cyber warfare concepts are increasingly applied to international trade, how modern ports function as strategically significant targets in geopolitical competition, and why Australia’s reliance on maritime gateways elevates cyber risk beyond operational resilience to a matter of national economic security.
